Rules we check
Some laws let people who return or move to Panama bring their household goods without paying import duties and taxes. Whether you qualify depends on who you are and your situation. This check tells you what we found in the official texts, what is missing, and what to prepare.
- Panamanians returning — menaje de casa (Decreto de Gabinete 41 of 2002, art. 216)Panamanians who lived abroad at least two years and come back for good can bring their used furniture and home objects, up to B/.25,000 of customs value, without paying taxes. The duty (DAI) and the selective consumption tax (ISC) are waived by the text; whether the 7% ITBMS is also waived is not stated anywhere official: our team confirms, and the estimate shows both figures. It does not apply to temporary returns. A customs broker must file the declaration: Walio provides it.
- Foreigners who come to settle — menaje de casa (Decreto de Gabinete 41 of 2002, art. 216)Foreigners who prove they come to settle ("domiciliarse") in Panama can bring their used furniture and home objects, up to B/.25,000 of customs value, without paying taxes. ANA asks for a letter from the employer, a letter from a Panamanian lawyer certifying that you will reside in the country, and the certifications of Migración and of the Ministry of Labour. The duty (DAI) and the ISC are waived by the text; whether the 7% ITBMS is also waived is not stated: our team confirms and the estimate shows both figures. It does not apply to temporary stays.
- Foreign retirees and pensioners — Pensionado permit (Ley 9 of 1987, art. 2)Retirees with a Panamanian Pensionado permit have a one-time franchise on household and personal articles ("franquicia arancelaria total"), and one vehicle every two years. The official sources give different amounts for the household limit, so no limit is shown: our team confirms it. The process starts at Migración (OPEDE), which asks ANA for the exoneration once your permit is approved; you also need the national tax clearance (paz y salvo). The goods cannot be sold, leased or pledged in the first three years without paying the taxes.
- Executives of multinational headquarters (SEM) and manufacturing-services (EMMA) companies — permanent-personnel visaForeign staff holding a permanent-personnel visa of a licensed multinational headquarters company (SEM, Ley 41 of 2007) or manufacturing-services company (EMMA, Ley 159 of 2020) are exempt from the customs taxes on their household goods at the first move to Panama. They apply to ANA after the visa, with a certification of the Secretaría Técnica of the licensing commission. The sources give no value cap, deadline or list of documents, and do not say which taxes are covered besides the duty.
- Diplomats of foreign missions — Decreto de Gabinete 280 of 1970, arts. 24-26Foreign diplomatic agents (and members of their household) are exempt from all customs duties, taxes and related charges, except storage, carriage and similar services, on their baggage and household effects when they arrive; unaccompanied goods must arrive within four months of the agent's arrival. Administrative and technical staff have the same on their first arrival if the mission asks for it in time. Everything runs on strict reciprocity, through the Foreign Ministry (MIRE) and then ANA.
