Rules we check

Some laws let people who return or move to Uruguay bring their household goods without paying import duties and taxes. Whether you qualify depends on who you are and your situation. This check tells you what we found in the official texts, what is missing, and what to prepare.

  • Returning Uruguayans with more than two years abroad — household goods, tools and one vehicle, once in a lifetime (Ley 18.250 art. 76)A Uruguayan who lived abroad for more than two years without a break and decides to settle in Uruguay can bring the furniture and household effects of the home, and the tools of the trade, free of customs duties and related taxes, once in a lifetime. The household goods follow the baggage-regime procedure (Decreto 139/014); the vehicle has its own file (see the vehicle estimate). Start at the Uruguayan consulate abroad (a residence certificate and an inventory the consulate stamps) and, after you arrive, within 60 days at the Foreign Ministry's Return Office in Montevideo; the consular papers are valid 90 days and no file is accepted before you have returned. No customs agent is compulsory for this file; our team can prepare and file it for you as optional help. Freight, port, deposit and haulage are never covered. The 2026 Return Guide describes the return as more than one year abroad while the law says two: our team confirms which applies to you.
  • Uruguayans with more than one year abroad — household goods and tools, repeatable, no vehicle (Decreto 139/014, MERCOSUR Decision 53/08)A Uruguayan with more than one year of uninterrupted residence abroad who comes back to live can bring furniture, household goods and the tools of the trade free of customs taxes under the baggage regime of Decreto 139/014. Unlike the return franchise it can be used again (at least a year must pass between leaving and the next entry) and it does not admit a vehicle. The file starts at the consulate (a residence certificate and a stamped inventory) and the goods arrive from three months before to six months after you. No customs agent is compulsory for this file; our team can prepare and file it for you as optional help. The Foreign Ministry says consular papers for this regime are free for Uruguayan nationals in its 2026 guide, while its manual says the consular step is charged: our team confirms.
  • Foreign retirees and pensioners with permanent residence — household goods and one vehicle (Ley 16.340)A foreigner retired or pensioned abroad who gets permanent residence in Uruguay can bring the furniture and effects of the home "en cantidades adecuadas a sus necesidades", free of customs duties and related taxes, within six months of the permanent residence being authorised; the law also gives one vehicle, once. The conditions: a pension or other foreign income of at least US$ 1,500 a month, and a home in Uruguay worth at least US$ 100,000 (not sold for ten years) or Uruguayan public bonds of US$ 100,000 held ten years at the Banco República. The DNA table adds that the retiree "paga tasas (TSE y TSA)", which are service fees: shown as reported, our team confirms the amounts. With residence still in process the goods enter against a guarantee. A rentista (income from rents) has a residence category but no customs franchise was found for it. No customs agent is compulsory for this file; our team can prepare and file it for you as optional help.
  • Foreign family moving to Uruguay with residence granted — household goods and tools (Decreto 139/014, MERCOSUR Decision 53/08)A foreigner who moves to Uruguay to live, after more than a year abroad, can bring furniture, household goods and the tools of the trade, new or used, free of customs taxes under Decreto 139/014 (MERCOSUR Decision 53/08); the DNA table says "NO paga tributos aduaneros". No value or weight cap is written. The goods must arrive as cargo from where you lived, from three months before to six months after you, and are released only once your arrival is proven. Residence comes first: the customs file is opened once the Interior Ministry has issued its resolutions, and with the residence already granted no guarantee is asked. A vehicle is not included. No customs agent is compulsory for this file; our team can prepare and file it for you as optional help. Freight, port, deposit, haulage and consular fees are never covered.
  • Foreign family moving to Uruguay with residence still in process — the same regime against a guarantee returned later (Decreto 139/014)While permanent residence is not granted yet, a foreigner's goods can still enter under Decreto 139/014 (the text says temporary admission) against a guarantee for the taxes that could be due; the guarantee is returned once definitive residence is proven. The customs taxes themselves are waived once residence is granted ("NO paga tributos aduaneros"). The guarantee amount is liquidated on the declared value or the value customs sets, and its cost and the free storage days while the file waits are not published: our team confirms them. Apply for residence first (permanent residence is open to any foreigner who intends to settle, a US citizen included): the file needs at least the procedure receipt. The estimate shows the taxes at risk next to this option as the order of magnitude of the guarantee. No customs agent is compulsory for this file; our team can prepare and file it for you as optional help.
  • Foreign diplomats and international-organisation staff — home furnishings and family goods (Decreto 99/986)Members of the diplomatic staff of foreign missions accredited in Uruguay can bring the furniture and effects of their home and the family's goods for normal use free of customs taxes, as unaccompanied baggage that arrives within 180 days of their accreditation (appliances once every two years); administrative and technical staff have 180 days from entering Uruguay in that capacity, and technical staff of international organisations have the same privileges as diplomats. The request is not a self-filed customs file: it goes through the Protocol Directorate of the Foreign Ministry, signed by the Head of Mission, and customs then authorises the entry on the Ministry's note. Uruguayan nationals, honorary agents and people with any paid activity are excluded. No amount or quota is written. The DNA copy of the decree is old and host agreements prevail for international organisations: our team confirms the requirements for your case.
