Rules we check
Some laws let people who return or move to Peru bring their household goods without paying import duties and taxes. Whether you qualify depends on who you are and your situation. This check tells you what we found in the official texts, what is missing, and what to prepare.
- Returning Peruvians — Ley 30001, migrante retornado (extended to 31 Dec 2029 by Ley 32722)Peruvians 18 or older who lived abroad without interruption for 3 years (2 if the receiving State forced them to return because of their migration status) can bring their household goods into Peru free of every import tax, up to US$50,000, once. First the Tarjeta del Migrante Retornado is requested from a Peruvian consulate or the foreign ministry (within 180 days before or after you arrive), then our customs agent claims the benefit with the numbering of the declaration within 6 months of your arrival. The goods cannot be sold or transferred for 3 years and you commit to live in Peru for 3 years. The benefits are in force until 31 December 2029 (Ley 32722) but they lapsed once before, so the date of the declaration is checked every time. Storage, transport and agent fees are not covered.
- Household goods of a traveller — 12% single tax on the customs value (DS 182-2013-EF arts. 14-15)Any passenger, Peruvian or foreign, whatever his residence, who was abroad for at least 13 consecutive months can bring the household goods of the art. 14 list for a single tax of 12% on the customs value (the goods plus freight and insurance), with no value limit. The goods must arrive between 1 month before and 6 months after the traveller, and the benefit cannot have been used in the last 2 years. Vehicles are not included. Fridges and air conditioners need a PRODUCE permit. SUNAT does not say whether the IGV, the IPM and the percepción are charged on top of the 12%: that line is flagged, not in the total, and our team confirms it. The rest of the goods pay the ordinary import taxes.
- Diplomatic staff — Vienna Convention art. 36 and DS 007-82-RE (Reglamento de Inmunidades y Privilegios Diplomáticos)The Vienna Convention (art. 36) and the Peruvian regulation DS 007-82-RE give accredited diplomats customs exemption for the goods for their personal use and for their installation, handled by the foreign ministry (Dirección de Privilegios e Inmunidades), with limits that depend on rank. SUNAT repealed its own procedure for these "resoluciones liberatorias" in February 2022, and the way a diplomatic household file reaches customs today was not published in the texts read. The treatment of international-organisation staff depends on each headquarters agreement. No amount, quota or deadline is shown: our team confirms the requirements for your case before you ship.
